The goal of Parwaaz 2038 is to change football in Pakistan by making a structured league system like other countries. It wants to provide a clear way for players to move up through the ranks. The project also wants to make football facilities in Pakistan better, meeting international standards for matches at different levels. By supporting grassroots football, like the Al-Nakba Cups, Parwaaz 2038 wants to involve more young players and give them chances to improve their skills.

Parwaaz 2038 Objectives
The project aims to address various aspects of football in the country, including infrastructure, refereeing, competition, grassroots, national teams, coaching, medical and sports sciences, talent ID, governance, marketing, and commercial aspects of the sport.
Infrastructure
Pakistan’s football infrastructure lacks modern stadiums and training facilities. The project aims to improve it by building new stadiums and renovating existing ones. The PFF plans to construct a new football stadium in Islamabad, making it the largest in the country.
Refereeing
The quality of refereeing in Pakistan is subpar, affecting the national teams’ performance. The project aims to enhance it by providing training and development opportunities for referees. The PFF plans to establish a Referees Academy for this purpose.
Competition
Pakistan has limited football competitions, and existing ones often face criticism. The project aims to increase the number of competitions and improve their quality. The PFF plans to establish a professional football league in the country.
Grassroots
Developing football at the grassroots level is challenging due to a lack of resources and facilities. The project aims to address this by providing training and development opportunities for young players and establishing football academies across the country.
National Teams
Pakistan’s national football team has struggled internationally. The project aims to improve their performance with better training facilities and coaching.
Coaching
The project aims to enhance coaching quality by providing training and development opportunities for coaches. The PFF plans to establish a Coaches Academy for this purpose.
Medical and Sports Sciences
Historically, Pakistan’s football teams lacked adequate medical and sports science support. The project aims to improve these facilities by establishing a Sports Science and Medicine Center.
Talent ID
Identifying and developing talented young players has been a challenge due to a lack of resources. The project aims to address this by establishing a Talent Hunt Program.
Governance
The PFF has faced governance challenges, including a crisis in 2015-2017. The project aims to improve football governance by implementing good practices and establishing a Governance and Compliance Department.
Parwaaz 2038 – Marketing and Commercial
Promoting football and generating commercial revenue has been a challenge. The project aims to improve these aspects by establishing a Marketing and Commercial Department.
Pakistan Football Federation’s Role in Achieving Parwaaz 2038
The Pakistan Football Federation (PFF) has a crucial role in achieving the Parwaaz 2038 project, which aims to develop a pyramid league system and football infrastructure in Pakistan.
Rana Saud, part of the Parwaaz 2038 project, believes that the project is a hope for the future of football in Pakistan. He says the team has started a football revolution by planting the seeds.
